Items can be upgraded by any NPC that is an upgrader in the game. Typically these NPCs are found in capital cities or major questing spots. Players can also find upgraders when they visit dungeons with high-level bosses and by talking to NPCs in their garrisons for their faction.
The World of Warcraft item upgrade system allows players to increase the level of their weapons, armor, and trinkets. The process is similar to the process of reforging gear in Mists of Pandaria and Warlords of Draenor however instead of using the currency appropriate to the task players must visit an NPC for upgrading items to complete the process.
